Message dated April 1 and received April 2 was read, stating the                                    
Governor transmitted the engrossed and enrolled copies of the                                       
following resolution to the Lieutenant Governor's Office for                                        
permanent filing:                                                                                   
                                                                                                    
            CS FOR SENATE JOINT RESOLUTION NO.                                                      
            26(RES) Requesting the United States Department of                                      
            the Interior and the United States Department of                                        
            Justice to appeal the decision of the United States                                     
            Court of Appeals for the Ninth Circuit in The                                           
            Wilderness Society v. United States Fish and                                            
            Wildlife Service and to seek an emergency stay of the
